Board of Trustees Meeting
March 24, 2009
Meeting Minutes
Call to Order: The meeting was called to order at 3:32 p.m.
Present: Carolyn Locke, Gloria Gery, Penny Babbitt and Librarian Jessica Kelmelis.
Minutes: The minutes of the December 2008 virtual Trustees meeting were approved as read.
Old Business: None:
New Business:
$807.32, the second payment from the Commonwealth Library Commissioners has been received. This is the final payment of two payments for the fiscal year. The 2008 payments were made in two parts since the Commission withheld payment until it was certain it would receive the funding required to make the payments.
Jessica is now meeting the Bookmobile in Granville to aid in the gas/expense conservation program requested by the WMRLS. It is working well.
Fiscal year 2009-2010 budget was submitted to the Selectmen. A level-funded budget without salary increases was submitted as well as one with a 10% cut in expenses. Both budget submissions were requested of all Tolland department heads. Both budgets will still meet Massachusetts state requirements to maintain library certification.
As an expense cutting measure the interlibrary loan program requests will now be handled online by local librarians rather than submitting request centrally for fulfillment. The Tolland Library is a training site for local librarians.
All plantings outside the Library will be removed by Tolland DPW. Jessica will develop a landscaping plan, acquire new plantings over the next year and have them planted by the DPW.
The Town of Tolland flag has been designed and a sample being made. The flag will be hung in the state Great Hall in Boston. It will be ready for the town bi-centennial. If there is sufficient interest, flags will be offered to the public for sale.
Carolyn Locke has agreed to have her name put in nomination for another term as Library Trustee at the Town Caucus in May.
The puzzles were very popular in the winter. Time will tell whether folks will bring in puzzles for the newly announced Puzzle Exchange.
Circulation has been steady all winter. New movie DVD’s bring people in. Internet use continued and will be monitored in the summer to see if usage continues now that DSL is available throughout Tolland.
Gloria mentioned there will be a Granville Citizens’ Scholarship Foundation book sale during May at the Granville Library. Jessica will contact Nancy Grannan who will be working on the book sale.

Next Meeting: The next Trustees meeting is scheduled for 3:3 0 p.m. on June 30th, 2009 at the Library.
